Delegates from around the world are meeting this week
in Uruguay to consider new ways to control tobacco.
A World Health Organization treaty called the
Framework Convention on Tobacco Control took effect five years ago.
More than one hundred seventy governments have signed it.
The treaty requires a number of efforts－like raising tobacco prices,
restricting advertising and banning sales to children.

These high school students recently protested against
tobacco companies at a trade show in Jakarta.
Indonesia has not signed the international treaty.
But its Health Ministry proposes to ban all forms of cigarette advertising.
An official at the Indonesian Tobacco Alliance says his trade group agrees
with banning all activities to promote cigarettes to the young.But he says tobacco
companies should be able to market their products to adults,
just like any other legal product.
Tobacco growers are also concerned about several measures proposed
at this week`s meeting in Uruguay.One would ban additives
traditionally used with “burley” tobacco.This kind of tobacco is
grown extensively in Africa and used extensively
in American style cigarettes that are popular worldwide.

Just days after North Korea`s artillery attack on
South Korea`s Yeonpyeong island,
more artillery shell fire was heard coming from North Korea on Friday.
A spokesman for the South`s Joint Chiefs of Staff said no projectiles landed
on South Korean territory.Tensions remain high as the top U.S.
commander in the South General Walter Sharp, visited the island to survey the damage.
“What I`ve seen here physically that North Korea attacked this island,
which is a clear violation of the armistice agreement,”said General Sharp.
South Korea has beefed up its military forces
on the island near the Yellow Sea border with North Korea.
The move follows last Tuesday`s attack on Yeonpyeong.
North Korea fired about 100 artillery shells killing two South Korean marines,
two civilians and wounding at least 18 others in the hour long battle.
South Korea retaliated by firing 80 artillery shells
at the North Korean coastal artillery that launched the attack.
Pyongyang said the attack was a response to what it called
a provocative South Korean military drill in which shells were fired from the island.
Since then most of the island`s 1,600 residents have fled for safety on the mainland.
Meanwhile, North Korea warned that a planned U.S.
South Korean naval exercises this week would push the
Korean peninsula to the brink of war.In Seoul, Marzuki Darusman,
the U.N.special representative for human rights in North Korea,
called for dialogue, not an escalation in military tensions.

This week, the Institute of International Education in
New York published its yearly report on international students
in the United States.The report says more than six hundred ninety
thousand attended American colleges and universities during the last academic year.
That number was a record high.It was an increase of
three percent from the year before.But it was mainly
the result of heavy growth from one country, China.
China passed India as the top country sending students to the United States.
The Institute of International Education publishes its report called “Open Doors”
with support from the State Department.
The latest report is for the academic year that ended this past June.
It says China sent more than one hundred twenty seven thousand students.
That was an increase of thirty percent over the previous year.
India was the top sending country for eight years.But last year it was in second place,
followed by South Korea.Among the top sending countries,
Japan showed the greatest decrease－a drop of fifteen percent.
For a ninth year, the University of Southern California
in Los Angeles reported the largest number of foreign students－nearly eight thousand.
The most popular field of study for international students
in the United States is business and management, followed by engineering.

But in several of those that have been opened there are none, no manuals.
W: I`m very sorry about this inconvenience, Mr. Summerfield.

W: Yes. It maybe that some have them already,

Attracting and feeding wild birds are entertaining
activities that have long been enjoyed by people all over the world.
Feeding birds has become so popular that prepared feed mixtures are readily available.
We feed birds for many reasons. Many pleasant hours can come from watching birds.
A hobby often develops into a serious study of their habits.
Accurate identification of birds is usually the first goal.
But observations that an amateur birdwatcher can make are really limitless.
There is, however, responsibility associated with bird feeding,
including a disease hazard. Attracting numbers of birds
continually to the same spot can be harmful to them,
particularly species that pick food from the ground contaminated
by the droppings of other birds. In winter feeding efforts
are most satisfying to people and are of greatest benefit to birds.
During this time when fewer natural foods are available and air temperatures are lower,
extra feeding can keep a bird warm and well. Once begun,
feeding should never stop during these lean months.
If you start a local increase of birds, be prepared to do what may be required
to eliminate hazards to those you want to befriend.
A constant supply of food should be given until the cold is over and spring has come.
If feeding is stopped during severe weather,
birds used to relying upon the feeders might starve.
